I have been a small, low key, basic user for 10 years with few problems. JAlbum has met my albeit basic needs. I moved to v 39.7recently and created 2 new albums. Nothing special just like many I have made in the past. Once uploaded both albums return Http 403 Forbidden messages.
I have been thrashing around with this for a few days with zero success. I have little expertise in this area and am really trying JAlbum forum as a last resort. I am wondering if anybody has any insight on this which might set me on the right track.
I have checked all the file attributes of course and folders are set to 755 and files to 744 as recommended. My ISP has been unable to help.

Can you post a link to the page that has the link to the 403 error? And say what the 403 link is.
You might need to contact the helpline directly as to provide support they may need your login credentials.

You should check to see whether this problem is related to the choice of skin. In particular, many of the bundled skins, like Tiger, make use of JSON files, which can have problems with some server configurations. Try a skin that isn't JSON-based, like Plain. If an album made with that skin works, it might provide a hint about the source of the trouble.
One red flag is that your site is not using a secure protocol. in other words, it's http instead of https. These days, that can trigger a lot of problems.

Oddly, I think there's a hint in that URL. This is just one of my hunches.
The other, existing albums are located within tryst-cottage.net/Albums. This one is looking for it at tryst-cottage.net/albums. Uppercase, lowercase. Using uppercase returns a 404 instead of a 403.
So, I'd try deleting the new album from the albums location, and try uploading it fresh to Albums.

Drat! So much for that theory. 
ETA: This is a case in which I think you'll need to contact your web host, and ask them why you're getting a 403. We can't access it at all, so we're just guessing in the dark. |

I do not see any error on this page from my location in Czech republic:

This is just a hint:
A 403 error means the web server understands your request but refuses to give you access >to the page. It usually happens because of bad file permissions, a blocked IP address, or >expired browser cookies.
Fixes for Website Owners
Check file permissions: Ensure folders are set to 755 and files to 644 on your server.
Review .htaccess: Look for corrupted configuration rules or accidental IP blocks.
Inspect plugins: Disable recent security plugins that might block safe traffic by mistake.
You might have disabled http protocol somewhere for security reason.

Some lousy web hosts still don't provide SSL. Anyone who faces that situation should find a new host, quickly. |

It looks like this problem has been resolved. We can now access your album.
But I strongly urge you to switch to https. If your host can't provide that, find a new host. (The jalbum.net hosting doesn't permit http at all.)
And please stop using Turtle. It was fine in its day, but now it's obsolete. You're using the latest version of jAlbum, so there's no reason to stick with an outdated skin. Tiger is the natural successor, but you don't have to stick with that path. Lots of other good choices out there, including some skins that aren't bundled with the app. All free.

I have meant something completely else. That somebody proactivelly disabled http on a way - e.g with some update (configuration/browser etc).
I did not mean not to use http. I am also using http. Jeff also was unable to download .zip file from my http server and it looked like server does not work. But this was browser speciffic issue.

Because I already have another https server.
This http server e.g. serves to share photos with my friends using Jalbum.
There exists free ssh key provider Let's encrypt, but it seems to be too much work to configure it. I do not want to waste whole time with configuring this. So I understand that anybody else also keeps http for simplicity.
