If the rotation lock is on, doesn't the browser stay in the same orientation? If yes, would you like the skin to detect the phone's orientation change and rotate the image 90° within the page?
Anyway, web pages rely on the browser for rotation information. If a user is actively blocking rotation sensing, I guess it's impossible (and impolite) for a webpage to rotate images.
