jAlbum offers a very basic commenting widget. Because no registration is needed, it's unmoderated, which might attract spam.

Integrating this into the skin is not possible, because jAlbum albums run on the visitor's browser. Some skins provide Facebook or Disqus commenting integration, but that works on the folder level, not for the individual pictures.
