How do I make a $0 cost item using shopping cart

If the client selects the free download, they still go through PAYPAL BUT, PayPal comes back with an error.

How do I create a "free" item?

You cannot. PayPal makes profit on transactions, so they do not allow free items. You can add a download button if you'd like to offer free downloads. But then why would anybody pay for the same item?

If you are selling some of the items, and giving free others you can disallow the cart on these items (Edit mode -> Image data -> Shop options = "-"), and offer a download for them (Explore mode -> Right-click -> Include original).
