Can't seem to prevent image display from using full-size originals

I'm encountering two issues related to using scaled vs full-size original images.
I'm finally switching over to Tiger from Turtle but Tiger seems to insist on using the full-size image if the window is large enough to accommodate it. This is a problem as there is a noticeable, multi-second delay in pulling down these full-size images at a location with only like 30 Mbps download rates.
I have my album configured with 1800x1200 image size as I've always done before with Turtle and I have "Include Originals" checked to allow for manually downloading the full-size versions. This worked fine with Turtle but with Tiger it will use the full-size original rather than the scaled down version if the window is large enough to accommodate it. (It's easy to confirm this by copying and examining the image's URL.) I have "Fit images by default" turned off but it still insists on using a larger than my scaled version if the window is tall or wide enough.
Looking for a solution... for now, I've switched off "Include Originals" to force it to use the scaled down images but I would like to leave that on to allow downloading them manually.
However, I've also noticed that the Download button will not actually download the full-size version if the window size caused Tiger to use the scaled down version. This used to work in Turtle: it would display the scaled down version but allow downloading the full-size version.

Yes, it seems to be doing you a "favor" that you didn't ask for. I'd call that a bug. If the viewport is larger than the scaled image, it's using the next-largest image it's got. If you had included variants, that would make sense, but when you're including the originals, that's a very poor choice, since they might be very large, indeed.
ETA: Tiger isn't the only skin out there, you know. I'm aware of several other skins that don't do this. Ever.

Don’t know if this will help or not but on the light box setting have you set scaling to ‘Original (1:1) size’ - leaves the scaled down image size, might be too big on mobiles

I do not see that option. On my copy of jAlbum (current, 34.2.1) and Tiger, the Lightbox-Main Image panel does not have those Scaling or Padding options. However, those "Never Scale Up" and "Don't allow panels to cover the images in Fit mode" are over on the Lightbox-Control Bar panel instead. And there I have the 1.0: Never scale-up option set for "Maximum enlargement" and "Fit images by default" turned off.

I was looking at the manual and followed the link https://jalbum.net/help/en/Skin/Tiger/Concepts/Lightbox
I can now see that takes you to the original Tiger manual which links to the old lightbox settings. I’ve mentioned this a long time ago, that from ‘Concepts’ you can sometimes be taken to current information and other times old information.
Sorry.

Is there anything I need to do to get this issue reported as a bug and potentially fixed?

I don't think this is a bug, perhaps a bad choice. I've added an option now to avoid using the originals. The updated version will be released soon.
Thanks... and hopefully the download button will still pull down the original (not the scaled) version?

I'm testing the update now and encountering some weird new behavior that I'm having trouble tracking down:
1. I'm seeing the Album Settings:Pages:"Make slide pages" checkbox become checked. Unchecking it seems to stick but then if I switch to another album and back to this one using Tiger, it's checked again, despite doing a Save Project.
2. After I build the project now, clicking on a thumbnail delivers just the full original image, not the slide image or the navigation buttons, Lightbox, etc. I'm looking around for some option that got reset to cause that to happen but haven't found it yet. (NEVER MIND, FOUND IT)
Still looking... (also reported new issue with icon "fat style" on that other thread about thin vs fat.)

Ah, figured out the second item and the fat icon style... I wasn't using the preview button and I forgot about how not all the album features will work if I open the index.html page directly in my browser. Sorry.

Thanks, it's working: it's not using the full-size originals to display in the lightbox.
However, I can't get it to stop scaling up the image to fit the window now. I have "Show fit toggle" off, "Fit images by default" is off and "Maximum enlargement" is set to 1. ("Never scale-up"). It still scales the image up larger than the slide image size.
If I put the "fit toggle" button back, I can get it to not fit to window but the setting is not remembered after a page refresh. It goes back to scaling up. And of course it's ignoring the "never scale-up" 1.0 setting.
info: Interesting... 4 of 8 folders of an album exhibit the correct behavior (not scaling up larger) while the other four continue to scale up all their images. Refresh of page, rebuild of album, quit/relaunch browser doesn't affect this. CORRECTION: With some more thorough cache flushing, all folders are behaving consistently.

Remarking question as unanswered due to "fit image" behavior now broken as described just above.

We're going to need a link to an album that displays this behavior, because it's virtually impossible. The code that runs on each page is identical - it can't do something different.
But first, clear your browser cache - just refreshing the page won't be enough. In Chrome, for example, click the three little menu dots at upper right, and choose Clear browsing data. The history and cookies don't matter - just clear the Cached images and files.

...open the index.html page directly in my browser.
Don't ever waste your time doing this. You will always get a broken album. It won't show you whether things are working correctly or not - it will always mislead you.
