Tiger shopping cart not working

I am using the latest version of album and the tiger plugin.
I have setup my Paypal info
Pricing
enabled the shopping cart button.
I got the button to work, but after trying to follow the instructions for PayPal, I got an error from PayPal.
So, in a tutorial from Laca, it says to enter your PayPal email account as your ID, and that doesn't work. I have tried my Paypal ID, and it still "Error try again later".
Is there a step-by-step tutorial that is relevant to the current version of the plugin?

Did you read the forum guidelines?
Can you upload the problem album and give us the URL?
Can you tell us the error message from PayPal?
Why so secretive?

You might suppose this is a generic error, so it's evident for me to spot the culprit. But it's not, something related to your specific settings. That's why we are waiting for the link.

Wouldn't it be easier to just copy and paste the message as text into your answer?
Have you asked PayPal to explain the message?

Please check out what's in the Tax box. I see "065", which must not be a valid tax amount.
Do you have a PayPal account at all? Unfortunately, PayPal does not tell what's the real error, it just gives this generic error message.

I do have a PayPal account. I spoke with PayPal and they do not see any requests hitting their server, which tells me that there is an issue with the asking and the way it connects to Paypal since there have been no requests at all from me (the sender) and your skin.
Has anyone ever got this to work?
Is there more to be done with the integration other than including my seller ID?

jrfap.com/events/sf2023 is the correct site.
PayPal sees no requests from the jalbum (my site) application for the last few weeks.
Should there be any seller instructions or anything in the notice box in the instruction section of the shopping cart configuration window?
