There is a Windows "accessibility" utility that might help, but I'm not sure how reliable the rendering is. While viewing a page (or anything else on the PC, for that matter), hold down the "windows" key (between CTRL and ALT on most keyboards) and hit the "plus" key. You can pan around just by moving the mouse to the edges of the display - don't try to click and drag. The degree of magnification is controlled by holding down "windows" and hitting "plus" or "minus." To get out of that mode, hold down "windows" and hit ESC.
Looks fairly crude to my eyes, however.
