I tried modifying your file to lock in a color. It didn't work. Please check my attached file. I haven't done any html coding in the past 30 years.

The inc-file which I uploaded was used to change the background image as I showed in the example album above.
If you only like to change the background color you can use the attached inc-file

You can use this inc file to change the background color of a particular folder album, where all your albums are created with one Make command.

The solution with weblocations discussed above by jGromit works for almost all recent skins, so too for my FancyBox skin, my PhotoSwipe skin and my Slide Show 4 skin, but my skins do have more methods to create a master album, see this note.

I use another code:
background-color: rgba(65,87,0,1.0);
You can copy the first three numbes from the RGB tab of the color selector and with the last number you can set the transparency.

But #6587c0 does not equal rgba(65, 87, 0, 1.0). Actually, it equals rgba(101, 135, 192, 1.0). Some caution is called for when switching between the different color specs.

I did not say that, I only said:

You were using the same numbers interchangeably. Possibly misleading to someone who isn't reading carefully.
