This might also be a problem with your antivirus software. The last user who reported exactly this error discovered that it was Bitdefender that was blocking ffmpeg.

Remove Bitdefender - if you have the built-in Windows Defender and Windows firewall turned on, you don't need anything else. Perhaps do a manual scan with the free version of Malwarebytes once in a while.
