I think the problem has been identified. But first, the speed test option which I use quite frequently just to stare with envy at fibre broadband adverts quoting huge upload and download speeds. I live in a technological backwater. I have a router attached to a telephone line, my average download speed is 12 Mbps and the upload average is 0.73 Mbps. I am using a laptop but it does not have an Ethernet connection.

That is perhaps part of the problem, but the main issue was the one David identified and that was that the Tiger skin was set to download zip files with original images. I do not know how this configuration got changed because I never had this slow upload problem before and I do not really change many of the skin settings.

However, I have now uploaded the same gallery with additional images and with the option set at scaled down images and then using the nothing option and the time for both of them was roughly 1.5 minutes. I am not sure why there is no real speed difference between the two options but at the moment I have left the setting on the scaled down option.

Also when the upload is taking place I can see that it is only uploading the new images plus that zip stream support has been detected.

So I think the problem has been solved but it might get me playing around to try and find a faster skin for my particular setup.
