Order of folders and web locations

As a follow on to my previous question:
Is it possible to have web locations appear first in an album, then photo thumbnails and then folders?
Or are web locations just considered folders?

Tiger treats web locations like folders. You can exclude them from the thumbnail layout, so they just appear as links in the top bar, for example, but there's no way to have them separated from the folders in the thumbnail layout.
