Better panel sizing

When going into edit mode and opening a skin's custom UI panel, the side panel is often too small initially. A quick click on the panel separator "right sizes" it, and it remembers that size for the jAlbum session. But after a close and relaunch, it forgets about it.

So, two requests. First, it would be nice if the initial size were correct and second, it would be nice if jAlbum remembered the size between sessions.

Another one, and worse. In edit mode, the comment panel is so small, you can't even see the prompt. Screenshot.

Yes, that fixes the second problem, with the comment field in edit mode.

The custom UI panel problem remains. I don't recall seeing that issue with older versions, which leads me to think that it's wrapped up with the change to fix the "collapsed property panel" bug.

It's puzzling to me why the panels don't get sized correctly. I mean, the comment panel was not an issue a year back or so, and I cannot figure out why it's sizing incorrectly thereafter. What I did to "fix" this issue now was to adjust how extra space is allocated between panels as one enlarges the window. It's actually not expected that changing the ration from 1 to 0.9 (as I've done now) fixes the space allocated to the comment panel, but it worked.

jAlbum version 25b13 appears to correct this old problem.
