If I export an image that has GPS data embedded, from an iPad for example, or one that has had the location set in Photos the exported image has the location metadata. In jAlbum the metadata is seen as below.
Gps.GPS Altitude=48 metres
Gps.GPS Altitude Ref=Sea level
Gps.GPS Dest Bearing=161.45 degrees
Gps.GPS Dest Bearing Ref=True direction
Gps.GPS Img Direction=161.45 degrees
Gps.GPS Img Direction Ref=True direction
For tagged images only the latitude & longitude is included.
For images exported without location information, as expected Preview shows no location. The question then is how was the GPS location information added to the images? Can you attach one here?
In Photos the export window looks like the attached.

xmp.exif:GPSLatitude, xmp.exif:GPSLongitude and Gps.GPS Latitude, Gps.GPS Longitude.
