But given that screen real estate is at a premium on small devices, wouldn't it be better to turn off the widgets when the script detects that the user is on a smartphone? It's not really a problem on tablets like an iPad (though an iPad Mini gets close to the line), but on the typical iPhone or Android, that widget bar starts consuming a lot of space.

The widget bar should be accessible from somewhere. It doesn't have to stick out every time but can be accessed using a button. This way entire screen state can be used.
